Project Description


Angelic AI is an open, explainable, and privacy-preserving digital infrastructure designed to help residents, councils, and community organisations coordinate more effectively around local services and policies.

At its core is the concept of a Case, defined as a pairing of Person(s) and Issue(s). A case might involve a negative challenge (such as an injury, housing need, or financial stress) or a positive opportunity (such as planning a wedding, joining a community program, or volunteering). Each case requires collaboration across multiple actors, which today is burdensome, siloed, and often inaccessible.

The project enables three types of agents:

Resident Agents, representing individuals or families to help discover, access, and manage services.

Service Provider Agents, representing councils and community organisations to enforce policy rules, manage resources, and engage with residents.

Ecosystem Agents, acting as intermediaries that enable collective sense-making, resident self-help, and inter-service collaboration, reducing pressure on frontline staff and improving policy outcomes.

The framework integrates:

Rules-as-Code to ensure consistent, transparent policy application.

REA accounting (Resources, Events, Agents) to provide an auditable ledger of all case activity.

Bayesian Networks to reason under uncertainty and predict service needs or policy adoption.

Homomorphic Encryption to protect privacy when agents share or process data.

Open standards such as AGNTCY (Linux Foundation), MCP (Model Context Protocol), and A2A (Agent-to-Agent Protocols) for interoperability.

By supporting inclusive access channels (voice, SMS, web, kiosks, human handoff) and operating on local-first, open-source infrastructure, the project ensures trust, accessibility, and digital sovereignty.

Ultimately, Angelic AI provide councils with a platform to design and deliver participatory policies (health campaigns, recycling, sustainability, resilience programs), empower residents to coordinate both with services and with each other, and strengthen local resilience through community-led collaboration.
