To address the challenge of tax inclusion for vulnerable groups in Australia, a comprehensive approach involving data analysis and digital solution development is required. Here's a detailed plan:

  • Data Analysis Component:

    • Utilize datasets such as the Australian Census, Taxation Statistics, and Household Use of Information Technology to identify vulnerable groups.
    • Analyze patterns in income frequency, source, and amount, along with lodgement behaviors to detect early indicators of vulnerability.
    • Profile these groups based on their unique challenges, such as language barriers, digital literacy, or geographical isolation.
  • Digital Solution Component:

    • Develop a multilingual AI-powered chatbot that provides 24/7 assistance, making tax compliance accessible for non-native English speakers.
    • Implement proactive notifications and reminders for tax filing deadlines tailored to the specific needs of each identified group.
    • Create personalized educational resources in various formats (text, video, audio) to cater to different learning preferences and levels of digital literacy.
    • Introduce financial health tools to help users assess and improve their financial stability, ensuring they can meet their tax and super obligations.

However , we believe that these people need to be supported first before taxing them further.


Data Story


It may not viable to tax vulnerable people and potentially the effort in managing these tax can be more than the benefit. Instead, provide them a tax break and say that they will get equal benefits for the tax they logically pay.

ie. Similar to way employer contribution is mandated in Super or the way LAFHA allowance was implemented , use the model to derive the tax.
